emission problems

My 1990 z32 n/a is running rich and has a CO of 47.5 g/mi. O2 sensors are brand new. All other sensors have been recently changed, and cats tested good. Car runs fairly well with slightly rough idle from 700-1000. No error codes shown & O2 sensors test properly. Found no vac leaks. Possible ecu?

Seems like high CO at idle could be a timing issue... have you checked that?
