Emergency Brake Not Catching?

Title practically says it all. I pull up on the e-brake, and nothing happens. I took the center console area apart and tightened the 10 mm nut as far as I could, still nothing. Added about an inch of washers before the nut, this time the cable actually lost all of it's slack, but still nothing. I'm going to get under the car tomorrow to and see if everything is all right, but I was just wondering if anyone else has had this problem. It feels like the cable is frozen, if that helps. It reaches a certain point then stops. Thanks-Chris

What is the condition of your rear pads?

the cable could be seized, sometimes they can get rusty and either wont move, or will snap. but you say it kinda stops halfway, its probably stuck somewhere. if the handle just easily goes all the way up with no effect at all, its probably broken somewhere

The handle goes up all the way until a certain point, then not at all. I'll check the rear pads tomorrow to see if thats it, but I think it has something to do with the e-brake cable. Thanks for the replies.
