Electrical problems?

My battery had died, and after installation of a new battery/new fuses/new battery termals, my electrical system seems to be all out of wack.

When starting my car, nothing on the interior of the car gets power until I flip on my headlights, apon doing so, everything gets power, and my windshield wipers turn on, even though the switch for wipers is completley off.

Anyone have any suggestions on what I should look at?
