Electrical problem

Hey guys I'm thinking of getting a 91 240 that is pretty much done. The wipers won't work, radio, speedometer and tachometer, blinkers are all not working either. He says they have worked in the past. Does it need all new electrical? Or isn't is fuses or relays? Really like the car but electrical can get expensive

It's probably a short somewhere that's blowing fuses. But the things you list are all on separate fuses, so hunting down the culprit could get intense. It could be a harness rub through, or if he's cut the harness anywhere to add junk to the system, he could have done a hack job.
