Electrical Lighting Problem

I recently bought a 1992 q45 for me to drive, while my wife will have the newer car. The problem is the tail lights do not illuminate, and at the same time, while the headlights do come on, the dashboard is not illuminated with the exception of the Radio, and the Climate control, UNTILL I step on the brake, at which point the brake lights come on, the Dash illuminates, and the radio and Climate control stay lit, but they dim. Could it be a faulty Brake light switch? I would really appreciate any help.

1 more thing, When I fill the gas tank all the way I can smell gas in the trunk, and the odor seeps into the cabin. It goes away after I burn 1/3 tank or so, and If I don't fill it too full, I can refuel without noticing the smell. No visible leaks of gas, just fumes.
