92 240sx sr20det red top electrical issue

im having an electrical issue with my s13 sr20det red top swap. when i turn my key all the way to the on position, red lights in the lower right side of my gauge cluster flicker on and off, and my car wont do anything at all, and i keep hearing a buzzing noise in my lower left kick panel fuse block area, i have replaced my igniton switch, ecu, and bought a new upper and lower engine harness. if anyone has any ideas it would be greatly appreciated. my last ecu got fryed because my car was doing this.
