Electrical Issue

The headlights on my 240 don't go up always when I want to put my headlights on 9 out of 10 times I have to push the button to manually let them go up and occasionally (usually after I just recently used the car) they go up on their own. The second issue is my automatic seat belt on the driver side slows down at the point of the arc when I open the door and today on my way home from work it would not go up AT ALL when I closed the door. I tried pushing it but it wouldn't budge after a few select words it decides to go back. I open the door again to see if it works fine and then close it and then it does it again. When I did that my car was off for 4 hours. I'd like to also mention the below zero temperatures we're experiencing in NY and also my battery cables have a good amount of corrosion and the positive cable has a crack. I'm thinking it might be the cable any other ideas?

Ugh although your battery sounds like it needs attending I don't think that's why your having problems. Parts do tend to wear out.
