Electrical ghost in my car

I am in the middle of an ongoing 5 spd conversion and i pretty much have everything buttoned up im just waitning to bolt the trans to the block and i noticed the other day that if i put the key in the ign and turn the key to the on position and then pull the key out power is still being distributed throughout the vehicle as if the key was still in the on position, basically the windows still work, radio gauge cluster all that good stuff, and the EGI relay buzzes. Now its a 93 240 with a s13 transmission and a 90 lower wiring harness i had it wired up the way it's supposed to be as far as i know and i still had 2 unused connectors on the lower engine harness. anyways if anybody has ever ran into this problem before and could lend me some advice that would be awesome!!!!!!!!!!
