Electrical/ Gas tank problem

I have a '90. Ive steadly been fixing it up. Im only down to 2 problems and they are big ones.

First, my alternator isnt charging my battery. I got it tested and i was told its putting out perfectly. I was told maybe the voltage regulator but i have no clue bout any of that but i was also told that that problem with the voltage regulator wouldve been found when i had it tested. Im a noob and i dont know what else to do...

Second, there is a lot of junk in my gas tank.. the gas comes out a brown color... im guessing rust.. but a new tank is out of mt buget and junk yards always bust open tanks by law (not that i would want a old junk yard tank anyway). Any suggestions on the matter? Like any DIY stuff to make this better?

Im super frustrated cause im so close to having it running and these problem stand in my way!

And another thing my starter was being grounded somewhere between the it and the ignition. So a friend ran basically a "loop" wire from the starter to the ignition to make it work.. does that interfer with the charging any? Hope that doesnt sound stupid but i dont know...

Check a FSM for wiring on your starter, don't jimmy up things to make them work.

Check your alternator in car, when the vehicle is running with a multimeter. If its charging properly with the car started it should be around 14V, and if it is working then you might have a pooched battery.

For the gas tank, drop it and clean it out. Get the crud out of it and inspect the inside of the gas tank for rust. If its rusty on the inside scrap it and find a new one. If it isn't and just **** has been falling into your gas tank then its fine, mount it back up and you are good to go
