Electric turbos?

Has anyone else seen these electric turbos?

They are sold on ebay. I wonder if any of them work at all. The idea is good at least.

What about those other things that are sold on ebay like those timing advance kits, o2 sensor kits, etc.?

Are these methods a cheap way of to get the same results of a modified ECU?
