Electric fan won't kick on.

I'm baffled.
My engine feels extremely hot to the touch but the electric fan doesn't engage.
If I pull the plug on the temp sensor, the fan kicks on and shuts off upon me replacing the plug.
I pulled the thermostat and boiled it in hot water. It opened and closed with quick response.
I've connected ECUTalk and can turn on the fan via the computer software testing.
The ohm reading on the sensor was 1.80 and my old sensor was 1.50. Any feedback on good ohm numbers?
I'm stumped as to what could be keeping the fan from engaging???
Please help.

so you pulled the timing cover off and took out the Thermostat? I would just replace it with a new one.
