It's more ideal at the top, but depending on the T-stat close temp and switch temp it could work. Coolant temp switch for fans is best placed at the hottest place which would be the head, but you need a switch rated higher then the opening temp of the T-stat. Now lets say a T-stat is rated at 180 degrees.... It does not open at 180, it may start but they typically open 10-15F after the rated temp. The rated temp is where the t-stat closes.
