EIT's for high elevation??

I was wondering what an EIT for the 1/4 would be for a s13 with an SR swap running about 220 at the wheels at about 4500ft above sea level? I live in Utah

The reason I am wondering is there was a 240 that ran at the track the other day with a time of 16.1. My friend thinks that it has an SR swapped in, but I thought the time was slow for an SR swap. I thought maybe intake, exhaust, and 50-70 shot of nos. To give a comparison a new mustang GT runs about a mid 15 to 16 1/4. So what are your guys thoughts on this??
