Bumpsteer is just what it sounds like, when you hit a bump the car tends to want to change direction somewhat. Basically adjusting the "raised toe", which is what the alignment machine calls it, I believe it centers the tie rod to a middle point that will reduce this change to a minimum. Tie rods, inner and outer, are just like your driveshafts on a non solid axle. They flex to keep the connection instead of being on solid piece. In extreme conditions like slamming the car on bags there would be a need to somewhat change the angle the tie rods are sitting. But lowering the car will not keep them from doing what they do.
