EGR strangeness

Well, my car behaves rather oddly when the EGR vacuum is hooked up. At low RPM (below 2500 or so) the power delivery is very jerky until it warms up. With the vacuum source disconnected, I have no such problem. Unfortunately, I'm in CA, so I can't just leave it off (it seems to have some effect on how the ECU handles something as well, as the car seems sluggish with it capped off.). The BPT is completely out of the equation, so that's not the problem (even though it did it with that in there anyway, and just threw codes all the time because my modified exhaust doesn't have enough backpressure to actuate it). I don't think the valve is just leaky, since then it would do it regardless of vacuum. Could it be something wrong with the control solenoid?

hmm... maybe you've crossed your vacuum hoses. I know it's tough to tell where those little basterds run in that clooge behind the valve cover. I would guess no EGR is better than reverse EGR.
