EGR problems - help!

My car was due for inspection this month (1995 Nissan 240SX SE)and wouldn't you know it, not a week before I went to take it in the Check Engine Light came on. It came up with a code 32 which is supposed to be "EGR related" (not very specific). So I took it in for the state inspection and to get the problem checked out. They said it was a bad "egr bypass" hose. So they charged me $112 for the diagnosis and $11 for the hose (separate from the state inspection). So ok, $120 is a lot to replace a hose, but I passed inspection (barely) so I can live with it. Here's the test results:

CO - 0.93 (1.10 max)HC - 151 (275 max)NO - 3520 (3600 max)

What concerns me is the NO barely passed. And then, not 3 hours after getting the car back, the light comes on again. Same code. I take it back and they now say the problem is the "egr solenoid". They say this part rarely ever fails, and can give no explanation why it did. They say it will cost $190 for the part and at least $300 for the labor to replace it, but they can't guarantee 100% that it will solve the problem. I think this is insane. If I wanted to solve the problem by trial and error I would do it myself. And I'm not going to just keep replacing extremely overpriced parts in hopes that the problem will eventually go away. I can't afford it (I already got new front tires and replaced some worn suspension parts myself). So now what? How can I figure out what the problem really is without wasting a lot of time and money on unnecessary parts? Please help!

Doesn't side like this is a very good shop to have your car serviced. I can tell you 190 is to high for the valve control. You may get a second opinion on that one. Anyway I failed emissions a few years back and the reason I did was apparently the cat wasn't hot enough cause I sat in line to long at the station. The HC and NO levels were way high. So I took it out on the freeway and ran the heck out of it for a few miles went right back and it passed the test with levels far below the max allowed. You may that hope it works for you.

I did some checking and the most expensive EGR part I could find was $100, so I don't know where they are getting their numbers from. In any case, I'm not going back there. It may be a Nissan dealer, but the place seems shady to me. It's always empty and yet there's a million people working there. Something doesn't add up.

Anyway, so does anyone know how hard it is to take apart the intake and egr system on the 240sx? Or is there an easier way to fix this problem?
