EGR Bypass on a former CA car

So I recently bought an 90 NA. The CEL came on the other day and its a 32, which is the EGR system. Apparently this code only trips the CEL on CA cars. I live in VA where my car is now emissions exempt because it's over 25 years old. So I wanted to do an EGR bypass with leaving the components in the car until I ever need to pull the engine.

I know that there is a temp sensor in the EGR unit which needs to be bridged with a 68k ohm resistor - that solve the issue of code 35. However, I haven't been able to find out what I need to do to get rid of code 32 when the system is bypassed or removed. Any ideas?
