ecu won't turn on

Ok here's the problem my ecu has power and ground and theres no blown fuses but still won't turn on. I've tried 2 ECUs and 2 Engine harnesses. All this started after I shorted my old harness out. Please help me

Id say if its not turning on then you prolly dont have all the grounds and powers required. Id say if you shorted something then there is a burnt wire/fuse/relay somewhere.
