I have a 96 I30 and was trying to swap the ECU. Do I have to reprogram it or does it relearns on its own after hooking up the battery

The 96 I30 has Theft Warning System only and not NATS (Nissan Anti Theft System, where Ignition Key ID is stored in ECU) so there should be no problem replacing the ECU (provided they have the same part number)
