ecu stays on

I have checked my relay wiring for the eccs. According to fsm pin 45(IGN) and 60 (ground -) go directly to the ignition switch? Anyone run into this problem im sort of at a loss where to start tracking this down.

When i turn off the key the eccs stays on. If i pull wire for the relay it turns off the engine but not ecu........

Any ideas how to bypass it just to turn it off would be helpful also.(besides disconnecting the bat. everytime like i have to now.haha
