I haven't been able to get the CEL light to blink at all when attempting the reset procedure

I have tried several times following specifications and I cant get it to blink, which I feel will inevitably not reset the ECU.

Any advice to help with the procedure?

following the steps from the sticky...

1. turn to on position, wait 3 sec 2. fully depress accelerator pedal 5 times in 5 sec3. wait 7 sec4. depress 10 sec (CEL supposed to blink)5. release and wait 10 sec6. depress for at least 10 sec7. turn off, and you're finished. CEL should no longer blink

Ive been very picky with timing as well...

Do it the easy way....(make sure you roll your window's down)1. Disconnect the negative on the battery2. Depress the brake pedal a few times with the battery disconnected. (this removes any voltage stored in the system)3. Reconnect the battery.

The ECU should be reset.

I have used the method at least three times Joe described with success.

In extreme cases, such as the ECU not resetting, disconnect both cables (yep, even the ground cable) and leave disconnected overnight. In the morning, depress brake pedal 2-3 times for about 1-2 seconds apiece then reconnect the terminals. The capacitors in the electrical system may not always discharge completely when done briefly or only with the depressing of the pedals, so a slow decay may be necessary, which the overnight will do.

Good luck and hope this helps.
