ECU Relay Problem - CA18DET Conversion

Having a problem, I have a N 13 Pulsar setup (wiring etc), but my problem is that the computer is not getting any power. I checked with a meter some of the pins listed as the ones with power and 2 of them are not getting any power, neither is the one that should with the ignition on. I checked and my ECU relay works, but just not while plugged in. It's got power but it has a wire that should get grounded when I turn the ignition on. If I jump the two wires that the relay connects together then the ECU comes on. I need help!
