ECM shutting on and off fans when on

Hi guys, I'm currently running into some issues. First when the keys are in the on position (motor off) the Ecm will turn on and off the radiator fans every other second and the ses light will com on along with the fans. So far no codes except the car won't start. :wtf2:

when this happens it typically means the ECU is not grounded correctly and you may have a ground issue you might get lucky, check all your grounds on the vehicle, verify there is no corrosion and tight connections. If that checks out you will most likely need an new ECU.but verify the grounds first
