yes, a little wastegate preload gives you the ability to raise the boost to what you like. I've set my wastegate to about 18psi using one of these devices on it's own. Dyno guy told me to reduce it to 12 psi, so I did it by winding the shaft out 2mm and I was back to 12psi. The only problem is that it's hard to do while the engine is hot :-)

It's certainly the next thing to do after buying a bleed valve, if you still can't afford an EBC. (I know I can't).
