It's a 10 cent resistor that replaces the coolant temperature sensor.
They trick the computer into thinking the engine is colder than it actually is, so the computer stays in warm up mode, using more fuel than necessary. The car may also never go into closed loop mode and throw a code in addition to the poor fuel mileage you will get.
So yes, it works as in it affects engine operation, but it's not the effect you want.
Edit: It could be a 10c resistor that replaces the Intake Air Temp sensor if the car is equipped with one. In this case, it would make the computer think colder air is coming in. But in the end we're still tricking the car into using more fuel than needed.
