That page is from Natural Resources Canada, part of the federal government so they would know about legislation.
It appears that Canada does not have an ethanol mandate and according to that site: "There are currently about 1000 retail outlets in Canada selling ethanol-blended gasoline, with ethanol sales totalling about 240 million litres per year.". Unfortunately it's not easy to figure out who sells ethanol gasoline and who doesn't. The Mohawk chain out in Western Canada has been selling ethanol blends for at least 15 years and I think Husky does as well (Husky owns Mohawk). On the prairies you will see labels on the pumps above the fill handles that say "gasoline may contain up to 10% ethanol" I though I saw the same labels out East, but I can't remember now.
