E-Brake soft and seemingly useless

I can push my E-brake in very easy all the way to floor and I don't believe it has any effect. Any ideas? Thanks.

Im interested to hear if anyone has ideas for how to make the ebrake stronger as well. Mine *works* if I press it all the way in, but if I go any less than 2/3 the way in then the ebrake does nothing at all.
