they mate to the cat-flange. so yes.

When an exhaust shop welds the piping do they make an adapater to bolt on or do they weld the piping directly to the cat?

You can ask for a flange for an extra cost, or they can just weld it on. I'd go with the flange, so you can take it off anytime if you wanted.
