It all depends on the paint color, some are more than others, what brand paints they use, again some are more than others. It also depends on the work they have to do. If they have to remove the fender to repair it, then reinstall it, thats more time and time=money.
Also, you cannot normally panel paint anything on a car and have it match. Small parts are easier to get away with but if your car has ANY fade, that fender will not match the door, bumper, or hood. This means that they have to blend into those panels and then clear them completely. So what you may figure as a small job to paint a fender, can really be fixing the fender, painting the fender, blending into the door, the hood, and the bumper, and clearing all the parts.
So there is a chance that your $600 is really to fix the damage and paint almost 1/2 of your car. Always get things itemized so you know what you are paying for.
