DTC code P0505 02 Q45

I cleaned my throttle body awhile back and got a service engine light, showing code of P0505. I need to smog the car and don't know where to start in getting the code cleared. I was going to change the throttle body with a 04 but that didn't go thru yet but need to smog asap. I read the FSM on the code and I don't have any intake leaks. My idle is higher than the 650 rpm normal operating. Its at around 970 rpm at idle. Checked my timing and its good at 17 degrees. I know I messed up something when I cleaned my throttle body but I'm not sure what the heck it is. Thanks

also, I was changing my spark plugs and had my intake tube off and noticed that my throttle plate is partly opened. Is it suppose to be shut while car is off?
