If i were to run a dry sump setup would I need a cooling system? ex: rad, fan, ect? my reasoning behind this is if the oil never gets warm, would one need coolent?

You'll still need a cooling system. There is no way for the oil to pull heat from the cylinders, unless you plan on running straight alcohol fuel and doing one quarter mile pass at a time and letting it cool down, but even then I would still want a cooling system
