driving problem

when im driving on da high way in 4th gear my car revs up to 4k but it can go higher only if u floor it sum thing wont let me pass 4k unlease i force it da car starts to studder at 4k i dont no wahts wrong wit it im stillin tryin to find out da problem i was thinking da spark plugs if so wha r good ones i think its giving to much fuel & not enough air to mix it
