Drilling small hole on side of stock bypass valve

I was looking through one of the instruction manuals that I received with my Tomei turbo kit and of course everything is in Japanese, but pictures show that they drilled a very small hole into a chamber on the side of the stock sr bypass valve? I am assuming that drilling that small hole is an upgrade to hold more boost for the bigger turbo? Anyone know anything about this?
