Indy's for the most part have lower labor rates per hour than dealerships do. Like most parts, an OEM actuator would likely cost more than an aftermarket.
I would think picking up an aftermarket actuator for an Indy to install is the best way to go, if you are not inclined to attempt it yourself!
I would not rule out getting an estimate from a body shop, or even better, an upholstery shop if one is in your area. (Just as a comparison to what an audio would charge). The audio shops I see around do some pretty fast work. That is also a consideration because a body or upholstery shop might take longer depending on backlog.
