door chimes,interior lights, stereo all do not work unless the car is started

i checked all my kcik panel fuses they are all good, im not exactly sure how to check thos wierd looking fuses in the engine bay (neer the battery and intake)

anybody else have this problem, oh by the way, i have to rev the engine a little after its started for everything to come to life
