This should cover whats going on. I am thinking the stroke is to short and it's the wrong shock for the front. Looks possibly from another car...

Also the springs could be cut.

if you mean how close it is to the tire, that is completely normal, if you think about it, it will never change because when the wheel goes up, that part of the shock goes up the same ammount too, so as long ad it doesnt touch, your good to go.

all s suspentions are that way, the seat of the spring is just that close to the wheel, if the springs were cut or somthing, then the wheel may be closer to the fender or wheel well but that woudnt change the distance from tire to spring seat

ok then i just have worn out suspention becuase my alignment keeps getting knocked out of wack.
