Does this happen to anyone?

last month I started noticing that my headlight doesnt go down as long as my foot is on the brakes. So weird. I have a 93 coupe. I don't recall that happening before last month. And I know I've done that a million times before where right after I park my foot is still on the brake pedal and turn off headlights at same time. I don't remember it doing that before.
