the hot pipe runs from the turbo to the inlet of the intercooler. The turbo is hot, therefore the air it compresses is hotter than ambient. The intercooler cools the air from the turbo. The cold pipe runs from the outlet of the intercooler to the throttle body. Its usually warm, but cooler than the hot pipe.
Colder air is denser, so colder air going into your motor at the same pressure as hot air will result in more bang for your buck
