I suspect that most (if not all) all modern cars have EDRs. In fact, the NHTSA is requiring one - although I am not sure if the legislation has passed yet.

Depending on how integrated it is with the ECU and/or other processors, I doubt that there is much we can do about it. But that is my opinion, not real knowledge.
