Does the fender need to come off..??

Ok, for some reason when i turn on my parking lights, my ac compressor kicks on...The same happens when i turn the AC on, the parking lights turn on... So obviously the 2 hot wires or both grounds are touching each other. I looked up in the FSM and i see that both wires are running down the same path along the fender well from the firewall.. Now, do i need to pull this fender off the car to trace these wires back to see where they are touching or what..??

Well if it runs along inside the fender, I would think it would make your world of tracing wires much easier.
