does S13 antenna sit flush?

is the antenna supposed to go all the way down on my 92 coupe? When I turn the radio off it goes down but stops with maby 6 inches still out, is this normal?

Nope... it's suppose to go all the way down. But I guess you could be glad since most people's antennas don't even move down.
