Does O2 sensor control gas mixture during idle on 1991 240sx?

If so, does it control it via the idle air control valve? The O2 sensor seems to work at anything over 1000 rpms , but below 1000 rpms , i seem to run rich.

I read somewhere that O2 sensor does not play role in mixture management during idle. So, what does control the mix during idle?
