There's a lot of things that could be in play in this situation.
1) The owner could've swapped clusters to reflect the mileage of the engine or for ascetic reasons. (Pretty common)
2) The owner changed the original odometer to reflect the mileage of the motor. (Never seen it but it makes sense)
3) The odometer didn't work for a while so the mileage is wrong. (It happens)
4) The inspector could be wrong.
It all depends though, why does the mileage matter to you? Do you plan on replacing parts that deteriorate over time (Bushings, seal, etc) or would you rather have a lower miles car? Personally the mileage wouldn't matter to me.
