Do you need both rear camber plates and control arms?

In order to adjust the rear camber on a lowered car, do you need both rear camber plates and the rear upper control arms?

This has been puzzling me for quite some time.

You only need adjustable rear upper control arms (RUCAs) to adjust camber. Other components will be needed to adjust toe, etc...
