do two muffler gaskets work?

Im asking because I have a new stock cat and entire muffler system yet the gasket is leaking at the end of cat just like it did when I had old muffer and cat. also noticed that the leak seems to be coming out between the two gaskets. the only other thing i can think of is that the hangers are letting the muffler sag. it only leaks at the bottom. i will be so happy to sell this car.

to clarify, im using 2 paper gaskets on one joint. forget why.

muffler shop told me to do it when i had the old muffler but they always leaked and burned up. i guess they are designed to melt to the metal so two gaskets dont bond where they meet.
