Do tension rods wear out

I have had my tension rods on for several years now and I seem to have the same kind of steering wheel shake from before I put them on. The rod end looks a little rusty but I don't know if they go bad or not?

Yes.

The bigger and better rod ends like SPL V2/3 ARCs and Cuscos will last longer but 3yrs is a long time on the street for any end.
