do I need to relace coil packs when giving my car a tune-up?

If you are not having a running issue I would say that there is no need to replace whats not broken. You can perform a resistance check on the ignition coils if your interested. Are you replacing them for a reason other than maintenance?

Should not be required unlesss a power balance test reveals a problem that follows the coil when it is moved.

and....I don't recall any 90-96 owners having problems with coils. The next generation Q (97+) is a different story.

They are actually pretty few and far between but they do happen. Given the amount of times they have been used over the course of more than a decade of use that they are constantly making and breaking a magnetic field they will wear as all things have a serviceable life. You will know when they start to go if you pay attention to fuel economy and accelerator pedal feel.
