Any good mechanic knows not to leave a directional cut on the rotor. You always go back with some sort of sanding tool whether it be a pnuematic rotary wizzer or an orbital sander every shop I have worked at all the mechanics that turn the rotors go back with a sander and take off the directional cuts. It just makes sense, if there are directional cuts in the rotor there is no where for the heat to go. When you take the directional cut off of them with a sander, the rotor is able to disipate the heat properly.
