Difficult E-Brake lock up

On my 93 fastback, I recently did a full brake job. I know i did it wrong cause I chose the cheaper route with the rotors. BAD decision, front rotors warp within 3 hard brakes.

But now to the real problem, the e-brake. REALLY Hard to lock 'em up. Feels like the cable locks before the calipers. I have to really pull higher and quicker to make them lock up. I've tried bleeding and re-bleeding them. I've also tried to adjust the rear brakes by unscrewing the threaded piston to make a smaller space between the pads and the piston.

The only thing I can think of would be the rotors or glazed pads. I've replaced the pads twice, so no luck on the glazing. Was wondering if rotors can attribute to this.....
