They should have given you a print out of the reason why your car did not pass smog. If your HO (HydroCarbon), NOx (Oxides of Nitrogen), Or C02 emissions is too high the car will fail emissions. Luckily for me I live in pennsylvania so we dont have smog testing and most of the state doesnt have emissions testing but Start off by checking your air to fuel ratio. Your best bet to pass any kind of emissions testing is to have your air/fuel ratio at 14.7:1 if you go lower than that your HO and CO2 emisions will increase. If you go higher than that your NOx emissons will increase. Also burning oil usually causes emissions test failure. Fix your oil problem, check your afr...Before I had my state inspection and emissions license I used to cheat the emissions test. Im not sure how the test is done in california but in Pennsylvania on pre obd2 cars we have whats called a 50/15 emissions test. You put the engine under a 50% load (hold @ 2500 rpms) for 15 seconds and the tail pipe sniffer reads the results. I welded up an exhaust pipe with 3 cats on it that I only used for emissions tests, and I used a Apexi safc and adjusted it so that my afr would stay around 14.7:1 during the test and it passed every time.
